design process. We are able to provide all concerned parties with the necessary
information required to proceed in a timely (and code compliant!) manner.
· Our team will determine whether or not your project is
feasible by verifying compliance with the laws, rules and regulations enforced by
the New York City agencies. During this review process, we will offer advice as
to whether or not the project will require special approval from the Landmarks Commission
(LPC), City Planning Commission (CPC), Board of Standards and Appeals (BSA) or the
Department of Transportation (DOT).
· During the design phase of any project, we will provide
proactive feedback to your team in order to ensure continued compliance. Upon request,
the BCS team will also provide code and zoning analysis. BCS will implement filing
strategies which will enable the client to obtain the required Construction Permits,
Certificates of Occupancies and Places of Assembly Permits when required.
· We advise our clients to use our Due Diligence services
which include site inspections, violations searches and final reports before acquisitions.
SERVICES OFFERED
Certificate of Occupancy (CO)
When a project requires a new or amended Certificate of Occupancy (CO), our team
will review the drawings and the alteration forms in order to obtain the required
approvals leading up to it. Our team will also review the project’s schedule and
determine whether or not a Temporary CO would be a more appropriate fit for your
company’s particular situation or if a Final CO can be obtained in a timely fashion.
Place of Assembly (PA)
If the new development or alteration requires a Place of Assembly permit, BCS will
analyze the egress requirements and ensure that the proposed seating arrangement(s)
are in compliance with the city rules and regulations prior to obtaining a PA approval
and permit.
Landmarks Commission (LPC)
When the building is a Landmark-designated property, we will investigate if the
area(s) altered will affect the LPC designation. If it does, a special presentation
is required; we then will coordinate with the architect and LPC in order to obtain
the proper review and approval that you need. When the alteration does not affect
the LPC designated areas in a building, we are able to request and obtain an approval
as an “expedite”.
City Planning Commission Agreements (CPC)
BCS will review the details of your project in order to determine whether or not
special approvals are required by CPC. In addition, we will conduct the necessary
research in order to find out if there are there any existing approvals which may
be affected by the proposed alterations. If CPC approval is required, we will coordinate
with the team and attend meetings as required by CPC in order to obtain the approval(s).
Board of Standards and Appeals (BSA)
During the project review process, BCS will determine whether or not a Board of
Standards (BSA) approval is needed. We will then coordinate with the team in order
to pursue the approval. Please note that an application will have to be prepared
and filed at the D.O.B in order for the examiner to confirm that a BSA approval
is required.
Americas Disability Act (ADA) Compliance
We offer evaluations outlining compliance with ADA requirements. In existing buildings,
we can perform a survey of the property to identify the architectural non-compliant
conditions. Then, we can prepare a report which will help the owners and architects
to prepare a program to remove architectural barriers. Reports range in scope from
entire buildings to simple core bathroom renovations. For new developments and alterations
of existing buildings, we can review drawings and advice on ADA and other accessibly
laws.
Department of Transportation (DOT)
DOT permits can be perplexing because of the numerous additional approvals that
may be required from agencies such as Landmarks, New York City Transit (MTA), and
the Department of Buildings. Our vast experience with difficult projects places
us in a unique position to prevent many unnecessary delays.
